The .lv domain extension is the country code top-level domain (ccTLD) for Latvia. Registration of .lv domain names isn’t restricted to Latvians, so anyone in the world can buy a .lv domain.
It’s mostly European registrars that support this TLD, with a few global registrars also offering it.
My recommended places for buying .lv domains are Regery and Netim.
Regery is based in the UK and it’s one of the cheapest registrars for .lv domains at $10.99 per year for both registration and renewal.
Netim is based in France. They sell .lv domains for $21.50 per year. That’s double the price that Regery charges, but at least you get a free 1 GB email account with each domain.
Both are reliable, but if you’re looking to buy multiple domains, Regery will be much cheaper.
