The .se domain extension is Sweden’s country code top-level domain (ccTLD). You don’t have to be a Swedish citizen to register a .se domain name because it’s open to anyone globally.
You will mostly find .se domains available at European registrars because very few people outside of Europe are interested in this ccTLD.
Make sure to check both the registration and renewal prices; some registrars offer a discounted registration price for the first year then charge you a lot higher price for renewal.
I would recommend buying .se domains from Regery. They have low and transparent prices without the usual marketing tricks and traps. The price for .se registration is $21.99 and renewal is a bit cheaper at $17.99 per year.
Netim is also a solid registrar, but their prices are a little higher. It’s still affordable and they give you a free 1 GB email account with each domain.
